Принимпались в 1935, 1936, 1937 и 1939. Закон 1935 запрещал экспорт оружия, боеприпасов и военных материалов из США и их владений в воюющие страны и нейтральные государства, которые могли передать это вооружение воюющим сторонам. В 1936 Конгресс США [Congress, U.S.] постановил, что закон не применяется к странам Латинской Америки в случае их войны с неамериканскими государствами. Дополнение 1937 к закону 1935 запрещало поставки оружия и военных материалов в страны, где происходили гражданские войны. В 1939 Конгресс разрешил продажу вооружений государствам, находившимся в состоянии войны с Германией
